On 09/09/2026, at Central Palace (Kỳ Hòa Bến Thành Hotel) in Ho Chi Minh City, Công ty Cổ phần Đầu tư Quảng cáo Deep Blue (DBMC) joined Công ty Cổ phần Đầu tư Hạ tầng An sinh CD Restop and three other partners in signing a memorandum of understanding on the joint development of social-welfare rest stops. On the same day, DBMC signed a bilateral memorandum of understanding with CD Restop. DBMC's role in the partnership
Under the terms announced at the ceremony, DBMC will invest in, install and operate digital out-of-home (DOOH) advertising screens together with neighbourhood digital bulletin boards at the rest stops developed and operated by CD Restop.
This is work DBMC has already done in a different setting. Across its neighbourhood digital bulletin board network, DBMC operates screen infrastructure sited in residential areas, post offices and public administration service points. Rest stops add a new layer of locations: the places where vehicles pause along a journey.
Two audiences at a single location
Unlike bulletin boards placed within residential areas, screens at a rest stop serve two audiences at once. The first is people on the road — long-distance drivers, ride-hailing drivers, delivery riders and passengers — stopping to rest, recharge their vehicles and use the services on site. The second is the community living around the site, which accesses the digital bulletin board as a local information channel.
For brands, that means an audience with a clear context and a dwell time long enough to matter. For local authorities, it means one more outlet for policy information, road safety messaging and public alerts, reaching precisely the people who are on the move.
The same operating standards
The systems at the rest stops apply the same set of standards DBMC uses across its existing network:
- Broadcast hours from 06:00 to 22:00 daily.
- Content review before broadcast, following the internal procedures already in force.
- System availability of 98% or higher.
- Reconciliation against actual broadcast data (proof of play) and an acceptance report for every campaign.
The principle remains unchanged: a single point of accountability, from where the screen stands to the figures signed off at acceptance.

DBMC's memorandum of understanding was one of four documents signed at the ceremony, which was organised in three chapters — the Scharge Platform, the Network and the Digital City — and attended by more than 110 delegates. The rest stop network developed and operated by CD Restop is oriented towards 500 rest stops and 14,000 satellite charging points across 34 provinces and cities, standardised into four site tiers: Complex, A, B and C.
The three partners signing the joint-development memorandum of understanding alongside DBMC are Công ty TNHH Nông Lâm Phú Châu, Chao Holding and Giang Sơn Việt, each taking on one part of what makes a rest stop work.
On the relationship between the two parties
DBMC is a member company of Lĩnh Nam Cosmos. CD Restop belongs to the same Lĩnh Nam Group ecosystem. The specific commercial terms of the partnership will be set out in detailed agreements to be signed after the ceremony; the parties are not disclosing the financial figures of individual agreements.
