Ho Chi Minh City, 9 September 2026 — This afternoon at Central Palace (Kỳ Hòa Bến Thành Hotel), Công ty Cổ phần Đầu tư Hạ tầng An sinh CD Restop held a strategic partnership signing ceremony attended by more than 110 delegates, including executives of the signing parties, investors, partners, experts and members of the press, among them international guests from Japan, the United Kingdom and China.
Four documents were signed across three chapters — Scharge Platform, Network, and Digital City — turning the story of digital transformation alongside Ho Chi Minh City into concrete infrastructure that touches people's lives every day: the Scharge rest stop and smart charging station system, where workers on the road can rest, be served and be cared for.
Context: from the City's digital transformation to every rest stop
Tập đoàn SPT (Saigon Postel) is the digital transformation enterprise accompanying Ho Chi Minh City. Within the effort to pair digital transformation with green transformation, the Scharge Project took shape around a simple question: where will the City's digital transformation actually reach its people? The answer is wherever vehicles stop — at rest stops and charging stations, where people rest, vehicles recharge and operating data is connected.
Within the Scharge Project, each party holds a clearly defined role. Tập đoàn SPT leads the project and owns and operates the Scharge Platform, comprising the user application, charging session management and payments. CD Restop develops and operates the social-welfare rest stops on the ground: land bank, construction works, on-site services and the Social Welfare programme. DTH Holdings is the project developer for solar power, energy storage and EV charging infrastructure, and also leads the design of the investment model, energy management and network operations. Coro Energy is DTH Holdings' existing joint-venture partner, having developed and deployed solar power and energy storage systems together with DTH Holdings, and participates in investment on a project-by-project basis.
Three chapters, four signings
Chapter I · Scharge Platform
Signing 1 — Strategic cooperation agreement for the Scharge Project between Tập đoàn SPT, CD Restop, DTH Holdings and Coro Energy. This framework document sets out the scope of cooperation, the principles of coordination and the division of roles among the four parties across the entire network: the Scharge-standard platform and equipment are the responsibility of Tập đoàn SPT; the development and operation of rest stops rest with CD Restop; project development, energy management and network operations are led by DTH Holdings; and investment in solar power and storage is made through the joint venture with DTH Holdings, with the participation of Coro Energy.
Chapter II · Network
Signing 2 — Memorandum of understanding on investment cooperation in charging units and low-voltage infrastructure for the Scharge Project network, between Tập đoàn SPT and XECO (Công ty Cổ phần XECO One Energy), witnessed by CD Restop. XECO is one of the charging station equipment suppliers under consideration for participation according to the needs of each project. The selection of suppliers, the scope of supply and the volumes to be delivered will be reviewed separately for each project by DTH Holdings together with Tập đoàn SPT and the other parties, based on technical requirements, investment efficiency and commercial terms. The application, charging services and charging session management belong to Tập đoàn SPT's Scharge Platform.
Signing 3 — Memorandum of understanding on jointly developing social-welfare rest stops between CD Restop and the four partners who bring each rest stop to life:
- Công ty TNHH Nông Lâm Phú Châu — site condition surveys, standardised design to the four-tier site standard, and construction supervision.
- Chao Holding (Công ty TNHH Tư vấn Chao Toàn Cầu), representing the An Nam Innovation Growth Fund investor group — connecting land bank and investing in food and beverage chains, food courts and the accommodation component at each site.
- DBMC (Công ty Cổ phần Đầu tư Quảng cáo Deep Blue) — investment in, installation and operation of digital out-of-home screen systems and digital neighbourhood bulletin boards at the rest stops.
- Giang Sơn Việt — programme communications, community social-welfare events and sponsorship mobilisation.
On the same day, CD Restop signed four bilateral memoranda of understanding with each of the partners.
Chapter III · Digital City
Signing 4 — Memorandum of understanding on cooperation in developing digital transformation platforms between Tập đoàn SPT and Smartsys (a member of DTH Holdings), witnessed by CD Restop: digital transformation platforms for smart industrial parks, energy efficiency and operating data across the rest stop and charging station network. This chapter takes the City's digital transformation full circle, from the City out to the rest stops and from the rest stops back to the City.
The Five Musts standard: social welfare at the core, not as an add-on
What sets the programme apart is the phrase «social welfare». For millions of drivers, delivery riders and those who transport passengers and goods, earning a living happens on the road: they need a decent place to stop, a clean meal, a lawful and safe place to lie down, a clean restroom, and somewhere their vehicle can recharge.
CD Restop places social welfare at the core of the model rather than treating it as an add-on. Every rest stop is standardised in the spirit of the Five Musts: clean energy; affordable meals and everyday essentials; safe digital financial services; community activities; and welfare for people on the road. Alongside this, each site creates local jobs, makes room for local farm produce and becomes a community information point.
The network and the rest stop model
The network developed and operated by CD Restop is standardised into four site tiers — Complex, Tier A, Tier B and Tier C — with a target of 500 rest stops and 14,000 satellite charging points across 34 provinces and cities. Complex and Tier A sites are full-service rest stops on major transport corridors. Tier B sites are medium in scale. Tier C sites are affiliated points located on partners' existing premises, integrating vending units, community digital bulletin boards and digital citizen service counters. Every site has a charging area, a rest area for travellers, food and beverage services, sanitation facilities and its own energy infrastructure.
The implementation roadmap and detailed figures for each phase will be announced as work progresses. The parties are not disclosing the financial terms of the individual agreements; specific commercial provisions will be established in the detailed agreements to be signed after the ceremony.
